Blender doesn't do something really smart about frame rate of imported videos. it just makes it so scene frame n corresponds to a video frame n. meaning, it maps frames, not time between scene and video. your video does have 100fps and your blend file is set to 24fps. that's give you 4x slowdown of the video..
